The Next Generation Energy Act of 2007 established energy-saving goals for electric and gas utilities that operate in the state of Minnesota. Through the Conservation Improvement Program (CIP) Glencoe Light and Power has developed its own conservation plan, offering a variety of programs to assist residential and business customers become more energy efficient. The benefits of CIP include: improved awareness and adoption of energy-efficient technologies, reduced energy costs for residential and business customers, increased business profitability, deferred utility infrastructure investments, reduced emissions, and conserved resources. The Minnesota Department of Commerce, Division of Energy Resources (DER) oversees CIP to ensure that ratepayer dollars are used effectively and energy savings are reported as accurately as possible. The DER reviews and approves Glencoe Light and Power’s conservation plan and the associated energy savings calculations. Glencoe Light and Power has partnered with Energy Management Solutions, Inc. (EMS) to help implement its CIP program. EMS is a full-service energy consulting firm, based in Excelsior, MN. In their 14 year existence, EMS has analyzed over 10,000 facilities and saved customers over $500,000,000 in energy costs.
